ERROR Updating ROS dependencies: [pcl_filter]: Cannot locate rosdep definition for [pcl]

I am trying to follow the Installations instructions (https://jderobot.github.io/RoboticsAcademy/installation/#generic-infrastructure), but I am having the follow errors when Updating ROS dependencies:

bruna@bruna-XPS:~/catkin_ws$ rosdep check --from-paths . --ignore-src --rosdistro melodic
System dependencies have not been satisfied:
apt ros-melodic-abb-driver
apt ros-melodic-mav-msgs
apt ros-melodic-costmap-2d
apt gstreamer1.0-plugins-bad
apt ros-melodic-base-local-planner
apt ros-melodic-nav-core
apt ros-melodic-industrial-robot-simulator
apt libgstreamer-plugins-base1.0-dev
ERROR [pcl_filter]: Cannot locate rosdep definition for [pcl]

ERROR: the following packages/stacks could not have their rosdep keys resolved
to system dependencies:
pcl_filter: Cannot locate rosdep definition for [pcl]

Someone could help me to address the system dependencies have not been satisfied and the pcl_filter error?
I am using Ubuntu 18.04.5 LTS and ROS Melodic.

EDIT:
After running the following command (http://wiki.ros.org/rosdep), I managed to satisfy all system dependencies. However the error with pcl_filter persists.

rosdep install --from-paths src --ignore-src -r -y

I also encountered the same problem, resulting in the subsequent simulation can not be carried out, urgent help to solve.
